The hazard

VEHICLES ARE EQUIPPED WITH SEAT BELTS THAT CAN LOOSEN AS THE VEHICLE IS DRIVEN. THE NON-LOCKING RETRACTOR WILL TAKE UP ANY BELT SLACK, GIVING THE FALSE IMPRESSION THAT THE BELT IS STILL TIGHT. THIS CAN INCREASE THE POSSIBILITY OF INJURY TO THE BELT WEARER IN THE EVENT OF A VEHICLE CRASH.
