The hazard

Certain vehicles may fail to comply with the requirements of CMVSS 108 - Lighting System and Retroreflective Devices. The vehicles may have not been equipped with reflectors, contrary to requirements of the standard. This could decrease vehicle conspicuity and potentially increase the risk of a crash causing injury and/or damage to property. Correction: Vehicles will be fitted with the missing reflectors.
